Meet Our Development Team

Frank T. Sinito, President

Frank is the President and founder of Millennia Housing Development, Ltd. which he started in 1995.  Frank’s experience ranges from acquiring, managing, developing and constructing affordable housing projects, to acting as the general contractor for the rehabilitation of conventional and subsidized residential housing along with developing a commercial property.  He has utilized his education and experience in all financial aspects of real estate development.  He has used conventional and insured financing and Low Income Housing Tax Credits (LIHTC’s) to develop properties since 1988.

George V. Limbert, Vice President
Mr. Limbert started working for Millennia Housing Development, Ltd in 2004, as the Vice President of Development. Mr. Limbert has been actively involved in the real estate development and acquisition business for over 28 years.  He has extensive experience in all phases of apartment development, acquisition, and financing, including market rate, affordable, low-income housing tax credits, and mixed use.  His financing experience includes over 28 years utilizing conventional and HUD-insured debt, bridge financing, mezzanine financing, taxable and tax-exempt bonds, and credit enhanced and non-credit enhanced bonds.

John W. McGinty, Chief Financial Officer

John joined the organization in 1999 and serves as the Chief Financial Officer for Millennia Housing Management, Ltd., Millennia Housing Development, Ltd. and American Preservation Builders, LLC.  He is responsible for the direction and oversight of all accounting operations; financial and tax reporting functions; human resources administration; risk management administration; carryover, placed in service, and cost certification submissions for tax credit developments; and company administrative procedures for properties in multiple states.

James K. Wells, Project Manager

Mr. Wells started working for Millennia Housing Development, Ltd in 2007 as a Project Manager.  His responsibilities include underwriting potential new properties, managing Millennia’s previous participation, reviewing due diligence and many other developmental operations.  James has worked exclusively in the real estate industry for his entire career.  Prior to joining Millennia, James worked for a large national accounting firm where he serviced many real estate companies ranging from developers to construction contractors and both large and small property managers.  He regularly works with many housing agencies and the United States Department of Housing and Urban Development to manage the reporting and regulatory requirements.
